We are seeking a Solution Architect to join our team in Brussels.
Introduction:
The Applications and Middleware (A&MW) sector of the Infrastructure and Operations (RUN) unit of the Digital Platforms Directorate of the General Secretariat of the Council (GSC) is in charge of managing and ensuring the proper and good functioning of the more than 100 GSC internal and external applications, (more than 100 applications) including communication solutions with the Member States. To this end, the sector is in charge of the deployment, support, operation and maintenance of IT Applications.
More specifically the Sector is responsible for the following activities:
• Deployment of new IT Applications solutions as well as updates/releases of existing ones into the staging and production environments.
• Operating and maintaining the GSC IT Solutions in compliance with the specified service and security levels.
• Technical Coordination within RUN for horizontal projects and complicated activities.
The Sector is composed of three teams:
• The Service Delivery Office coordinates and executes operations, deployments and configuration activities.
• The Service Engineering Team initiates new activities/projects and oversees the evolution and improvements of the Sector services.
• The Database Team is responsible for configuring, operating and supporting the Database services
Responsibilities:
The task scope covers:
Strategic studies:
• Specification and implementation of architecture and technology studies, taking into account all aspects related to architecture and technology decisions, such as, but not limited to, user requirements, evolution of technology and standards as well as and aspects related to ergonomics, ecological footprint, availability, scalability, maintainability, evolution, installation, migration, operations, finance
• Evaluation of quality and efficiency of operations by definition and implementation of metrics; periodical follow-up of metrics; proposal of measures to improve quality and/or efficiency of operations
• Definition, preparation and execution of tests or proofs of concept
Engineering tasks:
• System Hardening (Windows, Linux and related databases/applications)
• Implementation of distributed and centralized monitoring and logging (syslog, syslog-ng, rsyslog, log analyzer, elk, nagios, eyesofnetoworks)
• Virtualization and containerisation of applications based on docker, VMware, Xen, KVM, Hyper-V, Linux Container
• Implementation of hybrid Cloud/On-prem architectures based on Software-Defined Network (SDN), Software-Defined Storage (SDS), Kubernetes
• Implementation of authentication solutions based on PKI (Openssl, Open Source PKI, Microsoft CA) and Strong Authentication (Smart Card: RSA Securid, Gemplus, Aladin Token)
• Capacity planning on the basis of usage history and forecasts
• Writing of technical specifications
• Support to the assessment of technical quality of offers
• Migration planning and supervision
• Inspection and quality assurance during deployment
• Assessment of performance of solutions; recommendations for improvement
• In relation to information systems: database implementation, customisation and parameterisation, prototyping and programming, testing and quality control, support, training and documentation
Training:
• Assessment of training requirements
• Elaboration of courses
• Implementation of training sessions
• Assessment of training results

Expertise and skills:
• Certified knowledge of technologies defined above. Having one or more of the following certifications would be advantageous:

o Microsoft Certified: Solutions Associate: SQL Server

• International experience in projects related to the tasks above and namely with practical implementations such as architecture and technology selection, installation, configuration, test, operations
