International PPP and Concession Expert


Work as a Global Expert in Concessions and PPPs

We are seeking an experienced expert to advise foreign ports on how to make their concession policies and public-private partnerships future-proof. As a strategist, legal partner, and commercial negotiator all in one, you will help us achieve our goals.

Your key responsibilities will include:

  • Supporting port authorities in preparing and awarding concessions within the PPP framework: from market analysis to legal foundation and risk management
  • Helping to set up tender procedures and PPP contract structures (such as BOT, DBFM), and advising on contractual, financial, and governance aspects
  • Contributing to the development of regulations, ownership, operational allocation, and commercial viability within PPP models
  • Analyzing investment opportunities and performing financial modeling as a basis for PPP decisions
  • Collaborating with stakeholders, including government agencies, private partners, and investors
  • Maintaining relationships with public institutions (such as port authorities and local governments)
  • Representing PoABI in projects and regions, building a network, and identifying new commercial opportunities

You will be based in Antwerp, but will work regularly abroad. The assignments are short-term and mainly take place outside Europe, averaging 1 week per month abroad.

Requirements

To succeed in this role, you should have:

  • A master's degree in a relevant field (e.g., law, economics, maritime transport, business sciences) or equivalent experience
  • At least 5 years of experience in concession management, public-private partnerships, or port development, with expertise in regulatory and legislative frameworks related to PPPs
  • Familiarity with concession models (landlord, leasehold, BOT, DBFM) and the legal and financial structures behind PPP projects
  • Experience in stakeholder management, including government agencies, private partners, and investors, with project management skills being an added advantage
  • The ability to translate complex information into clear language, both verbally and in writing, across cultures and levels
  • Fluency in Dutch, French, and English (spoken and written)
  • An analytical, diplomatic, and commercially-minded approach, with strong organizational skills
