Expert IT Program Manager

NTT DATA is looking for a freelance Expert IT Program Manager for a public sector agency based in Brussels.

Are you ready to lead strategic digital transformation in Belgium's social security landscape? The client is seeking an Expert IT Program Manager to drive the development of a platform centralizing career data for all workers in Belgium.

In 2026, new modules and functionalities will be added, supporting career-related events such as rights decisions and social benefit applications. You'll also lead the development of a robust control and enforcement solution to combat fraud and promote fair competition across sectors.

Your Mission:

• Deliver complex strategic programs and product developments on time and within scope.
• Coordinate and report on ongoing projects and objectives to senior management.
• Identify and manage risks while fostering collaboration between internal teams and external partners (Social Insurance Funds).
• Lead quarterly PI planning to define priorities for PBIs and Epics.

Your Profile:

• Proven leadership experience (senior program manager, executive director, steering committee chair).
• Strong background in structuring complex transformations and change management.
• Experience implementing IT tools in large organizations and managing digital transformation projects (€2M+ annually).
• Technical oversight of full lifecycle of complex ICT solutions.
• Knowledge of Belgium's social security sector is a strong asset.

• Strategic thinker with strong analytical and conceptual skills.
• Excellent interpersonal and communication skills (written and verbal).
• Leadership, negotiation, and stakeholder engagement.
• Results-oriented and ownership-driven.
• Fluent in Dutch or French (native), with passive understanding of the other language.

Technical Expertise:

• Business, application, and technical architecture.
• Microsoft Azure DevOps.
• Program methodologies (certifications preferred).
• Scaled Agile Framework and Agile mindset (certifications required).
