Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO's current operations, it enables SACEUR's direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.
The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).
The J22 Intelligence Analysis and Production Branch provides strategic intelligence in support of current NATO operations, potential crises and Advanced Planning.
The Crisis and Situational Awareness Section (CSAS) supports SACEUR and NATO HQ by providing strategic, all-source, multi-domain intelligence.
Principal Duties
The incumbent's duties are:
- Ensures the alignment of SASP/SSP/RP with DDA concept;
- Ensures J22 intelligence products/briefs are coherent with DDA and plans previously quoted;
- Collaborates with EUCOM J2 to ensure EUCOM plans are closely aligned with SASP as possible
- Serves as an all-source intelligence analyst;
- Maintains strategic situational awareness on potential crisis areas within SACEUR strategic spaces and/or transnational issues as directed by Branch Head;
- Consults and advises on the content and language of J22 intelligence reports and situational updates staffed to the NIE;
- Oversees and coordinates editing and quality control of all J22 intelligence products. Provides editorial feedback on each product, specifically format, structure, language and standards;
- Captures best practice and oversees format control to all intelligence outputs across J22;
- Liaises with the analysts regarding drafts upon release from Senior analyst;
- Liaises with J23 on dissemination on INTEL FS;
- Provides analysis on a broad range of topics in the area of intelligence and security, regional and transnational issues;
- In the event of a crisis or constrained resources, supports situational awareness efforts.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
ESSENTIAL QUALIFICATIONS
Professional/Experience
- Experience of intelligence analysis and processes, and independently able to develop plans upon receipt of direction and guidance;
- Experience of understanding and supporting wider organizational objectives and influencing tasking, while building relationships and liaising with internal and external partners;
- Experience in editing and quality control of all intelligence products;
- Skilled in identifying, assessing, and facilitating tasking across a diverse intelligence unit;
- Ability to communicate effectively across intelligence and non-intelligence audiences and facilitate collaboration among diverse stakeholders.
Education/Training
University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 2 years post related experience.

DESIRABLE QUALIFICATIONS
- Having served with international organisations performing strategic and political analysis of NATO's Area of Interest;
- Multi-source analytical intelligence experience in a joint environment or in a national intelligence agency;
- Experience from liaison with international partners on strategic intelligence cooperation and exchange;
- Knowledgeable or familiar with the use of NATO-specific intelligence software.
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of 1 year and 2 months. On expiry of this term the PLN will be deleted or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member's eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.
