IT Technical Program Manager

Requirements:

• 10+ years of overall experience, with 5+ years in project/programme management, focusing on complex, large-scale ICT implementations.
• Proven ability to manage the ICT tracks of major PMO projects/programmes (up to >€100M), ensuring delivery within agreed timing, cost, and scope.
• Expertise in translating business forecasts, market analysis, and strategic plans into concrete, long-term project deliverables.
• Strong experience in preparing and presenting investment proposals to senior management and the Management Committee.
• Extensive experience with project management methodologies and reporting and providing technical guidance throughout the project lifecycle.
• Proven ability to lead and coach multidisciplinary project teams (non-hierarchical leadership) and manage external ICT partners.
• Experience in managing project finances, including capex budgets (approx. €1-2M/year) and assessing recurring opex run costs.
• Knowledge of (public) tendering and contract creation and familiarity with IT governance frameworks and best practices.
• Functional Knowledge: Thorough understanding of airport operations (airlines, handling companies, infrastructure, regulations) to gain a helicopter view of the business.
• Soft Skills: Strong non-hierarchical leadership, analytical thinking, excellent presentation skills, ability to achieve cross-departmental consensus, and ability to lead change management.
• Languages: Dutch (fluent) and/or French (fluent), English (fluent)

Job Description:

• Lead and manage the major and/or complex ICT tracks of key strategic projects/programs.
• Prepare and present detailed investment proposals and project status updates to senior management and the Management Committee.
• Ensure accurate financial tracking of the allocated ICT project budget (capex and opex) and report monthly to project sponsors.
• Act as the key liaison, ensuring clear communication between the Programme Manager, technical teams, and senior ICT management.
• Monitor project progress, adjusting plans to increase efficiency, reduce risks, and propose alternative solutions.
• Ensure all project deliverables move into sustainable “run” activities with detailed planning and budget.
• Actively contribute to the improvement of both PMO and ICT ways of working and coach less experienced colleagues in standard practices.
• Ensure comprehensive stakeholder management for the complete ICT scope of the project/program.
