Manager, Procurement

(This is a fixed-term contract position of 12-month with possibility for renewal subject to organisational needs and individual performance.)
We are seeking a highly experienced Manager, Procurement for a 12-month contract. Reporting to the Head of Corporate Sourcing, you will be responsible for the day-to-day leadership and optimization of our procurement operations function during a critical period of transformation. Your key focus areas will include ensuring operational efficiency, driving key system implementations (ERP Procurement Module & e-Tendering Upgrade), enhancing controls and compliance, and supporting strategic procurement initiatives. This role requires a hands-on leader adept at managing BAU operations while successfully delivering concurrent projects.
You Will Be Responsible For
Operational Leadership & Oversight:
Managing the daily operations of the Procurement Operations team, ensuring efficient processing of requisitions, POs, and contracts;
Overseeing the administration, user support, and performance of the e-Tendering system;
Managing the Source-to-Payment process and act as contract owner for services utilized by the Procurement Department, such as Third-Party Training, Consultancy, Professional Services, Market Intelligence, and Supplier Vetting;
Overseeing ongoing and ad-hoc procurement reporting and data analysis to support decision-making; and
Ensuring process integrity, compliance with Authority policies, and robust internal controls across all procurement activities.
System Implementation & Enhancement:
ERP Revamp Project Lead (Procurement Module): Acting as the primary procurement SME and business lead for the ERP implementation. Partner closely with the ERP Project Manager and SI vendor on requirements definition, process redesign, solution validation, UAT execution, and successful deployment; and
e-Tendering System Upgrade: Administering and managing the version upgrade project for the e-Tendering platform, ensuring delivery by the system provider according to the agreed timeline and scope.
Process Improvement & Compliance:
Reviewing, formulating, and implementing streamlined procurement policies, procedures, documentation templates, and internal controls;
Designing and implementing a supplier performance management database utilizing the SharePoint platform; and
Continuously identifying and executing opportunities to enhance procurement operating practices and efficiency.
Training & Stakeholder Engagement:
Developing and delivering user training on procurement policies, procedures, and system usage (e.g., ERP, e-Tendering);
Managing and monitoring cross-functional strategic procurement initiatives aimed at supplier consolidation and spend efficiency;
Building strong relationships and collaborating effectively with key internal stakeholders and business units; and
Performing any other duties from time to time as the Authority may reasonably direct.
You Should
possess a recognized university degree in Procurement, Supply Chain Management, Business Administration, or a related field;
have minimum of 10 years of progressive experience in procurement operations, vendor management, and indirect procurement, with at least 5 years in a managerial capacity;
have proven track record gained within multinational or sizable organizations. Experience within the public sector is a significant advantage;
demonstrate expertise in:
Managing and optimizing end-to-end procurement operations.
Leading the implementation and enhancement of procurement systems (ERP modules - especially Procurement, e-Sourcing/e-Tendering platforms, P2P systems).
Developing, reviewing, and implementing procurement policies, procedures, and controls.
Driving process improvement and cost management initiatives.
have Essential Experience:
Successful project management of major system implementations or upgrades (ERP, e-Tendering) within a procurement context.
Ability to quickly assimilate into a complex environment, establish credibility, and deliver results under time constraints.
have accreditation or certification from professional bodies such as CIPS or ISM is highly desirable;
have excellent leadership, stakeholder management, communication (written and verbal), and interpersonal skills;
have proven ability to work effectively in cross-functional teams; and
be fluent in both written and spoken English and Chinese.
