Assistant Manager, Procurement


The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.
(This is a fixed-term contract position of 18-Month with possibility for renewal subject to organisational needs and individual performance.)
We are seeking an experienced Assistant Manager, Procurement to support the General Procurement team in delivering high‑quality sourcing and contract management services across the Authority. You will independently manage end‑to‑end procurement activities for assigned categories, ensuring compliance with procurement policies, optimizing sourcing outcomes, and providing professional advice to internal stakeholders. This role requires a proactive team player who can balance operational responsibilities with process improvement initiatives.
You Will Be Responsible For
Procurement Execution & Category Support:
Managing the full source‑to‑contract process for general goods and services, including the development and issuance of RFx documents;
Reviewing requisitions, evaluation reports, and contract approval submissions to ensure compliance with internal policies and procedures;
Organizing and facilitating supplier briefings, clarification sessions, and evaluation panel meetings; and
Preparing assessment reports, recommendation papers, and supporting documentation for internal approval.
Stakeholder & Supplier Engagement:
Collaborating with business users to define requirements, resolve sourcing challenges, and provide advice on procurement strategies;
Supporting internal clients, including artistic teams, in sourcing specialised suppliers for cultural and project‑specific needs; and
Building and maintaining effective working relationships with suppliers and internal stakeholders.
Governance, Compliance & Process Enhancement:
Ensuring procurement activities are conducted in accordance with Authority policies, procedures, and governance requirements;
Contributing to the development and enhancement of procurement templates, guidelines, and workflows;
Participating in departmental initiatives related to system improvements, process streamlining, and policy updates; and
Performing any other duties from time to time as the Authority may reasonably direct.
You Should
possess a recognised university degree in Procurement, Supply Chain Management, Quantity Surveying, Business, or a related discipline;
preferably be a member of a relevant professional institution (e.g., CIPS, ISM);
have approximately 6 years of relevant procurement experience, including at least 3 years in a supervisory or lead role, ideally within large or complex organisations;
have solid understanding of sourcing processes, contract management, and supplier engagement;
have strong analytical skills, attention to detail, and the ability to manage multiple projects simultaneously;
be a proactive problem‑solver with the ability to learn quickly and adapt in a dynamic environment;
be a clear and confident communicator with strong stakeholder management skills;
demonstrate ability to work collaboratively within cross‑functional teams; and
have strong command of written and spoken English and Chinese.
