Senior Program Manager – Industrial Greenfield Project

About the role

We are looking for an accomplished Senior Program Manager to lead the development of a brand-new industrial facility from the ground up. This is a high-responsibility role for a hands-on, strategic leader with extensive experience managing complex, multidisciplinary projects.

You will oversee the full project lifecycle: from planning and permitting to construction, commissioning, and operational readiness. The ideal candidate combines technical expertise, operational experience, and strong leadership skills, with the ability to coordinate stakeholders at all levels.

Key Responsibilities

• Define project objectives, milestones, and detailed plans (WBS, OBS, risk register, cost baseline).
• Monitor and control project progress, budget, risks, and opportunities.
• Lead internal and external stakeholders, including contractors, regulators, and partners.
• Ensure compliance with local regulations, environmental permits, and safety standards.
• Implement processes and workflows for the new facility.
• Provide guidance, training, and reporting to leadership teams.

Required Skills & Experience

• 20+ years of experience in industrial project management.
• Proven track record in building new industrial facilities (“greenfield projects”).
• Strong knowledge of construction permits, environmental regulations, and operational compliance.
• Hands-on experience in multidisciplinary project management.
• Leadership and team management skills: ability to coach, train, and communicate effectively.
• European nationality / work eligibility preferred (France, Germany, Italy, Spain, Finland).

Nice-to-Have / Preferred

• Experience in chemical, pharmaceutical, automotive, energy, or process industries.
• Knowledge of environmental remediation (polluted soils) or similar technical constraints.
• Established network of industrial or regulatory contacts.
