Hong Kong Education City Limited (EdCity) is a wholly-owned company of the Government of HKSAR. Our portal, , is a one-stop professional educational portal in Hong Kong which incorporates information, resources, interactive communities and online services, and promotes the use of information technology (I.T.) in improving the effectiveness of teaching and learning. We are now looking for a high caliber professional to join our dynamic team in the following position.
Responsibilities
Lead digital transformation projects including automation and optimization across membership operations, content discovery and management, and internal business processes;
Oversee the design, development, operation of large-scale systems including membership, customer relationship management, e-commerce, video-on-demand, resources discovery and search platforms, ensuring high availability, performance, and scalability;
Drive the adoption of AI and data-driven solutions to enhance operational efficiency and user experience;
Collaborate closely with business stakeholders to translate customer and operational needs into effective digital solutions and roadmaps, applying agile practices;
Continuously evaluate emerging technologies and digital trends, making strategic recommendations aligned with digital education priorities;
Plan and manage departmental resources, including staffing, vendor engagement, procurement and budget control;
Take up ad-hoc duties as required.
Requirements
Bachelor's degree in Computer Science / Information Technology or related discipline;
At least 10 years of experience in system development, with a minimum of 4 years in a supervisory or leadership role;
Proven experience delivering digital platforms supporting membership systems, customer relationship management, e-commerce, digital marketing, content portals, and workflow automation;
Demonstrated success in leading digital transformation or large-scale system modernization initiatives, preferably in the education sector;
Strong hands-on experience with LAMP stack, Docker, CI/CD pipelines, open-source and AI technologies in hybrid cloud environments;
Ability to conceptualize ideas and translate them into executable, value-driven projects;
Good leadership, analytical, communication, and stakeholder management skills;
Proven ability to motivate and guide teams towards shared goals within defined timelines;
Good command of spoken and written Chinese and English;
Candidates with less experience will be considered for the position of Assistant System Manager.
