Job Description - Roles and Responsibilities
- The client is engaged in a large-scale digital and organisational transformation, aimed at modernising processes, strengthening operational efficiency, and better meeting the expectations of citizens and field services.
- This transformation is led by the Digital Transformation Office (DTO), under the responsibility of the Digital Transformation Officer.
- The DTO defines the digital strategy, manages the transformation office, and ensures all initiatives align with the overall strategy.
- Its action is based on three complementary pillars: IT, innovation, and intelligence (Data).
- The DTO operates within a global transformation framework structured around five major axes:
- Framing and structuring of initiatives (intake, program management, target operating model, legal aspects).
- Foundations and standardization (modernization of IT infrastructures, security, data integration, stabilization of fundamentals — “Fix the basics”).
- Transformation of business domains (administrative, operational, and citizen-oriented).
- Innovation (integration of emerging technologies, particularly Artificial Intelligence).
- Transversal Governance (coordination between steering bodies and operational units, plus change management).
- You will join the DTO team within the Demand & Portfolio Management department, working closely with the Chief Technology Officer (CTO). The CTO is responsible for the overall technological vision and management of digital transformation. He has launched a mission to analyse, optimise, and structure IT activities to improve effectiveness, efficiency, budgetary control, and clarify responsibilities.
- To support this, the CTO seeks a Program Manager – CTO Office, whose mission will initially focus on strengthening mapping, process modelling, and planning activities of IT initiatives.
Project 1
- Objective: Better inform the field and guarantee effective pooling of police forces when necessary.
- Focus: Provide field teams with reinforcement tools (Supra Local level) and critical road safety information, particularly through ANPR camera integration.
- Deliverables: Automatic integration of events into a national database and deployment of modules such as Mobilisatie.
Project 2
- Objective: Establish a single, intelligent gateway for 100% of information flows in a police zone (calls, emails, physical reception, social networks).
- Focus: Use Artificial Intelligence to transcribe, analyse, classify, and dispatch information dynamically.
- Integration: Ensure full interoperability with the ISLP ecosystem to eliminate double encoding.
Mission
Project 1
- Steering national deployment: Oversee risk analysis and delivery of ANPR@GPI and Mobilisatie modules (scheduled for 2026).
- IT Integration Management: Coordinate technical finalization between Focus and Bepad systems.
- Value for money: Address understaffing of the DRI team (shortage of 2 FTEs) and harmonize product evolution between IT PolFed and PZA.
- Change management: Increase adoption rate (currently 50%) by reducing reluctance in southern police zones.
Project 2
- Information life cycle management: Implement a 7-step workflow, from omnichannel ingestion (including speech-to-text) to secure archiving in ISLP.
- Operational Writing Assistant (ARO): Oversee AI features for extraction, auto-summarization, and pre-populating ISLP records.
- Sprint Planning Management: Coordinate 8 sprints (S0–S7) over 14 weeks, from private Cloud architecture setup to pilot deployment.
- Compliance and security: Manage files for the Control Body (COC) and DRI, ensuring GDPR compliance and “Human-in-the-Loop” principles.
- Business performance measurement: Track success criteria, including AI satisfaction rate and reducing complaint processing time to under 10 minutes.
