Policy Analyst


Job Description
POLITICO is seeking a skilled and knowledgeable EU policy analyst to join the Research and Analysis Division. The successful candidate will monitor, analyze, and deliver strategic insights on EU legislation and initiatives across the Energy portfolio.
This role is suited to an analyst ready to demonstrate subject-matter authority, intellectual ownership of outputs, and growing autonomy in a dynamic, cross-cultural environment.
The POLITICO Research and Analysis Division specializes in delivering independent data analysis and policy research to equip policy professionals with actionable intelligence. Our ready-to-use reports distill complex political and regulatory developments into clear, digestible, and comprehensive insights, empowering decision-makers to navigate today's dynamic landscape with confidence. Operating independently from the POLITICO Newsroom, the Research and Analysis division is committed to delivering objective, fact-based analyses.
Who You Are
A proactive, collaborative analyst with strong political acumen and the ability to produce analytically rigorous, insight-driven written work grounded in evidence and clear analytical frameworks.
Deep knowledge of EU energy policy files — including electricity and gas market design, renewables, decarbonization, hydrogen, energy infrastructure, industrial energy use, energy security, and the external dimension of EU energy policy.
Fully confident navigating EU institutional procedures and independently identifying, prioritizing, and interpreting legislative files.
Able to manage multiple parallel workstreams autonomously, maintaining high standards of structure, clarity, and accuracy under deadline pressure.
Comfortable integrating quantitative evidence into qualitative policy narratives and providing clear direction on the policy framing of data-driven research.
Confident representing analytical work externally and contributing to professional discussions with subject-matter authority.
What You'll Do
As a Policy Analyst, you will operate with a high degree of autonomy across the EU Energy portfolio, combining legislative monitoring, analytical interpretation, and client-oriented research delivery. You will demonstrate intellectual ownership of your portfolio while contributing to the continuous strengthening of internal analytical standards.
Lead legislative monitoring and portfolio oversight by independently tracking and interpreting legislative developments, regulatory reforms, and strategic initiatives across EU energy policy. You will anticipate key procedural milestones and ensure accuracy, consistency, and technical precision across monitoring outputs.
Deliver insight-driven analysis through independently authored Pro Analysis reports and substantive contributions to broader Research & Analysis projects. Your work will not only track developments but interpret them, delivering empirically grounded analysis, forward-looking legislative assessments, and clear articulation of policy trade-offs and implications.
Integrate quantitative evidence into policy analysis by translating qualitative developments into structured, comparative, or visual formats where appropriate. You will collaborate with data researchers, provide clear direction on policy framing, and ensure that empirical evidence meaningfully informs analytical conclusions.
Represent Research & Analysis externally as a subject-matter expert through presentations, briefings, and structured discussions. You will communicate complex policy developments with clarity and authority, confidently engage in discussion sessions, and contribute to workshops or roundtables where relevant..
What You'll Need
A master's degree in political science, EU studies, journalism, international relations, economics, or a related field.
3–4 years of experience in EU policy analysis, political research, regulatory intelligence, or related roles, with substantial exposure to EU energy and climate files.
Demonstrated ability to produce analytically rigorous, insight-driven outputs requiring limited editorial revision.
In-depth knowledge of EU institutional procedures and legislative processes, with experience conducting independent legislative monitoring.
Strong quantitative literacy and comfort working with structured datasets to support policy interpretation, including proficiency in Excel and, where relevant, tools such as R or Python, alongside advanced use of MS Office and digital research and intelligence-gathering platforms..
Excellent written and verbal communication skills in English; proficiency in French or another EU language is highly desirable.
