VASS BeNeLux is currently seeking an Expert Expert Product Owner to work for a project within the European Commission.

The role:

• Coordinate, with the assigned team and under the responsibility of designated officials, the input to be provided to contractor(s) from an end-to-end perspective across the full development lifecycle.
• Work within an agile framework and take decisions regarding priorities, business value, and functionality for all work delivered by the agile development team.
• Oversee activities across multiple projects and contractors, requiring both technical and project management expertise: ensure compliance with review processes, monitor task progress, coordinate internally, and consolidate input from various teams and stakeholders.
• Support the full development lifecycle of the project.
• Maintain an in-depth understanding of the project’s goals and intended outcomes.
• Validate requirements while considering relevant stakeholders and ecosystem participants.
• Propose solutions that combine IT tools with business process improvements, based on a strong understanding of the relevant domain and related initiatives.
• Contribute to decisions regarding the scheduling of user stories into sprints.
• Review deliverables and demonstrable software functionalities at the end of each sprint.
• Participate in sprint review meetings and live product demonstrations.
• Monitor and facilitate progress reporting.
• Support internal and external communication by improving transparency and information dissemination.
• Assess prioritization and resolution of defects and issues.
• Act as a liaison between business analysts, customers, users, project leads, and developers.
• Supervise the implementation of the technical architecture, including analysis of integration and interoperability of different software components within a cloud-based environment.
• Steer, review, and validate software architecture documentation.
• Serve as the technical interface between programme owners and external development teams.
• Contribute to testing, analysis, technical documentation, deployment, evaluation, and reporting activities as needed.

You have:

• Experience working in EU Institutions
• Proven experience in autonomously managing activities within large-scale projects or programmes, while coordinating effectively with internal teams, contractors, and/or clients.
• Ability to translate business needs into functional solutions that support successful project implementation.
• Strong capability to analyse complex data sets and system architectures.
• Experience in data modelling and process modelling.
• Proactive working style with the ability to efficiently adapt to evolving requirements and priorities.
• Demonstrated ownership of assigned activities, ensuring alignment with colleagues and external partners.
• Ability to deliver both business-oriented and technical presentations.
• Commitment to applying high-quality standards in all deliverables.
• Capacity to adapt to rapidly evolving technologies within modern digital environments.
• Excellent communication skills with both technical and non-technical stakeholders.
• Strong analytical and problem-solving skills.
• Ability to produce clear, structured, and comprehensive technical documentation.
• Active participation in technical meetings, with strong communication and facilitation skills.
• Ability to manage change effectively, understanding its broader impact and implications.
• Practical knowledge of data-sharing tools, data models, and relevant open standards.
• Good knowledge of cloud architecture principles, best practices, and design patterns.
• Good understanding of microservices architectures and cloud-native solutions.
• Good knowledge of application design principles.
• Familiarity with modelling tools and methodologies.
• Good knowledge of relational database management systems.
• Experience in business process analysis and optimisation.
• Understanding of interoperability technologies at both infrastructure and service levels (e.g., web services, messaging systems, service-oriented architectures).
• Ability to adapt to rapidly evolving technologies in cloud environments.
• Understanding of artificial intelligence, machine learning, or high-performance computing concepts.
• Understanding of infrastructure and data-layer components within complex digital ecosystems.
