We are urgently looking for an Expert Product Owner who will join an EU Institution in Brussels (50% onsite).
Knowledge and skills:
• Proven experience in managing activities under a large project or programme autonomously, while coordinating with the team, contractors and / or client.
• Ability to translate business needs in functional solution that support the project implementation.
• Ability to analyze complex data and systems.
• Ability in data modeling and process modeling.
• Ability to work in a proactive manner and adapt to changing requirements efficiently and fast.
• Take ownership of the activities assigned, while aligning with the colleagues and contractors involved.
• Ability to give business and technical presentations.
• Ability to apply high quality standards.
• Ability to cope with fast changing technologies used in Simpl Programme.
• Excellent communication skills with technical and non-technical audiences.
• Analysis and problem-solving skills.
• Capability to write clear and structured technical documents.
• Ability to participate in technical meetings and excellent communication skills.
• Ability to adapt to change, while understanding the impact and implications of such changes,
• Practical knowledge of (Open-Source) data sharing tools (EDC, Gaia-X, others), models and standards (W3C DID, W3C DCAT, W3C ODRL, …).
• Good knowledge of cloud architecture best practices and patterns.
• Good knowledge of microservices and architecture in the cloud.
• Good knowledge of applications design.
• Good knowledge of modelling tools and Enterprise Architecture.
• Good knowledge of Relational DBMS.
• Good knowledge of business process analysis.
• Good knowledge of interoperability technologies at cloud infrastructure level but also at service level (web services, message-oriented middleware, service-oriented bus). Knowledge of security mechanisms for cloud architectures (e.g., IdP).
• Ability to cope with fast changing technologies used in Cloud environments.
• Understanding of AI, Machine Learning or High-Performance services.
• Understanding of Infrastructure or data layer involved in Simpl.
Specific expertise :
• Master's degree combined with relevant IT professional experience of at least 10 years.
• Multi-annual experience with large, enterprise-level multi-user Information Systems.
• Multi-annual experience with large projects or programmes,
• Multi-annual experience in Agile as well as agile toolbox (i.e., JIRA, Confluence, Big Picture, Gliffy, Balsamiq, etc.).
• Excellent Knowledge of Application Management Lifecycle.
• Good Knowledge of enterprise architecture frameworks such as TOGAF, COBIT, Zachman, and actual experience developing and building models based on such framework. Experience working in EU Institutions.
• Proven experience as business analyst within the EU Institutions
• Excellent knowledge of Application Management Lifecycle.
• Good knowledge of cloud architecture frameworks, of Infrastructure as code, and of enterprise architecture frameworks.
• Ability to combine many different skills and experiences to address and solve business, information, and technology related opportunities and problems.
• Extensive experience with enterprise architecture best practices and goals.
• Excellent leadership, conciliation, and negotiation skills.
• The ability to work in a proactive and independent manner, with a focus on priorities, communication, and decision-making capacities.
